Despatch money on saving of lay time of tankers at unloading port

We have installed own unloading facility, to acomodate the tankers on her arrival itself, Wether Despatch Money permicible on saving of lay time during the handling of liquied cargo through tankers.

i think that despatching money for laytime saving is only practice for bulk or dry cargo vessel... not for liquid cargo...
