Question is that since the B/L has issued(right after vessel departure), and it also notes where the POD is, in practical, why should Charterer needs to annouce the POD later after vessel departure?

Because can be a change of ports.
Or because the port in the C/P and in the B/L can simply be a range, not an specific port.
